Important Announcement – Change of Scheme Agent
Please note effective from 15 February 2017 Residential Builders Underwriting Agency (RBUA) are no longer acting as an Agent for Builders Warranty Insurance on behalf of the Home Building Compensation Fund (hbcf) in NSW.
Effective from 7 December 2017 icare hbcf has appointed Equifax Australasia Credit Ratings Pty Ltd trading as Corporate Scorecard (CSC) to be its new Scheme Agent. Effective from 4 October 2017 Gallagher Bassett Services (GBS) are the new claims manager.

NSW Builders Warranty Claims Update
Icare HBCF announced on the 6th of October 2017 that Gallagher Bassett (GB) will be the new HBCF Claims Manager to provide claims management services to NSW homeowners. As of 3 October 2017, Gallagher Bassett commenced receiving new claims.

Important Announcement – WA Home Indemnity Insurance
Residential Builders Underwriting Agency Pty Ltd (RBUA) wishes to advise that it will cease to distribute Home Indemnity Insurance (HII) in Western Australia after 31 October 2017. The existing arrangement, where RBUA acts as agent of Great Lakes Insurance SE t/as Great Lakes Australia (GLA), who in turn have a reinsurance agreement with the State of Western Australia via the Department of Mines, Industry Regulation and Safety (previously known as the Department of Commerce – DOCWA) is to expire after 31 October 2017. GLA have advised the Department of Mines, Industry Regulation and Safety that they do not wish to renew or extend the current reinsurance agreement post expiry.
Effectively this means that QBE Insurance will be the only provider of HII in Western Australia from 1 November 2017 onwards. Also going forward QBE will manage all new claims that may arise from certificates issued under RBUA. Homeowners can forward their query to the below address:

Residential Builders Underwriting Agency Pty Ltd (RBUA) wishes to advise that as at 30 June 2017 it will cease to distribute Building Indemnity Insurance (BII) in South Australia. The existing arrangement where RBUA acted as agent of Great Lakes Insurance SE t/as Great Lakes Australia (GLA), who in turn had a reinsurance agreement with South Australian Financing Authority (SAFA) is to expire on 30 June 2017. GLA have advised SAFA that they do not wish to renew or extend the current reinsurance agreement post expiry.
Effectively this means that QBE Insurance will be the only provider of BII in South Australia from 1 July 2017 onwards.

HBCF System Outage
Please be advised that icare HBCF has scheduled a planned system outage from COB Friday, 8 July 2016 to Monday, 11 July 2016, 8am for maintenance and testing.
BEAT and CIMS systems will not be available during the testing.
Important – CIS system weekend outage 14th & 15th November
Please be advised that our CIS system will be unavailable this Saturday 14th and Sunday 15th November as we transition to a new network.
Your subsequent access and use of CIS will not be affected by these changes.
We encourage you to process any required certificates at your earliest convenience to ensure any referrals can be addressed before the weekend to avoid delay to your builders.

WA Premium Increase
Please be advised the WA Government has announced a 18% premium increase across all Home Indemnity Insurance Certificates effective 1 January 2016.
Builders will need to factor new premiums into their future building contracts accordingly.

Terms and Conditions
- When logging into our CIS warranty system, you will be asked to agree to revised Terms and Conditions in line with these changes.

CIS System Documentation
- Certificates of Eligibility, Certificates of Insurance and Tax Invoices will be rebranded under RBUA.
Deed of Indemnity and Statutory Declarations
- A revised General Deed of Indemnity and Job Specific Deed of Indemnity have been prepared if required as a condition of eligibility or a condition of certificate approval for your builders.
- A revised Statutory Declaration for SA and Statutory Declaration for WA have been prepared to be used in conjunction with the above deeds.
New Eligibility Application Forms, Project Application forms and Policy Wordings will be provided. In the interim please continue to use existing Calliden Application Forms and Policy Wordings.
